I believe there is a fix, but it requires a massive ammount of soldering, and annother xbox's CPU key.  When an Xbox gets banned, it's CPU key (It's unique ID) is what gets banned. [http://www.taranfx.com/how-to-unban-xbox-360|This should explain it much better than I can.]
