Plugging the camera into a computer via USB and having a problem charging does not entirely mean it is caused by the battery. A battery only loses a percentage of life over time and if the camera is still functional, it will never lose 100 percent of the life.
In the manual, it mentions that the camera must be turned off in order to charge while being connected to a computer. Once the device is off, there should be a light indicator on the rear of the device turning on. If this didn't fix the issue, I left other causes of the problem below.
-
There might be debris inside the port of the camera which may cause a loss of connection when the USB is connected. The port on the camera can be easily clean with a brush. Be careful when cleaning any port on the camera because it can be damaged if you are too harsh. Make sure you do not insert any metal into the port.

Another cause for this problem could be that the micro USB port on the camera is dysfunctional. There might have been water leaking into the camera. If the port is clean and it is still not charging, you can visit the guide where it takes you step by step to take the camera apart to check if the camera has gotten wet inside and possibly able to fix the issue.
