Why won't my starter work off my key

Hi I have a 1995 honda civic lx 1.5 5 speed I have a problem on my key ignition. When I put in the key and click it over two times my dashboard lights up and radio all that works. When I try to crank it it won't do anything. So I am now currently running a wire to my solenoid of my starter to my battery.
