As commented in my post, I prefer not to use the usb port on my tv anyway. So, per my recommendations…I would plug the firestick power adapter end into a wall power outlet or have an inexpensive surge protector connected to it. Given those options, I would use a separate surge protector (only for the firestick) that could be (if possible) conveniently placed to turn stick on and off via the surge protector. I do not recommend keeping the stick powered, when not in use. One reason…over heat. Another reason…if tv is off, the stick remains on, and anything your vpn protects…better be working. Because some vpn’s drop off or leak.
