Can the Mac Mini Accept Lower-than-Spec RAM?

I’m working with a Mac Mini which currently has 2x2GB 1600MHz RAM modules, but I also have 2x8GB 1333MHz RAM modules. Can’t find anything about using lower rate DIMMs.

# Will this even work?
# If yes, is it worth quadrupling RAM for a slower frequency?
