Old skates leather chipping

Hi, I bought my skates gently used from my local skate shop. They are definitely old but were in pretty good condition and hadn’t been broken in. Within two wears the leather on the boot started to chip and flake off. I taped them but the tape won’t stay on because of the leather. I am trying to figure out how to fix this issue. Please see attached image.
