If you’ve tried @welchd suggestions and still no good and if there isare no indicationindications on the laptop that it is being charged then it may be a faulty DC-In jack.

These will allow you to gain access to the DC-In jack so that it can be tested, by disconnecting it from the motherboard and then using an Ohmmeter (function of a DMM - digital multimeter) to prove continuity of all the wires from the jack to the jack cable plug.
 
If the jack is faulty then replacements are available online. Just search for ''Dell Chromebook 11 (CB1C13) DC-In jack'' to get results for suppliers that suit you.
