It turns out it was router configuration issues; I followed the official Nintendo guides [link|https://en-americas-support.nintendo.com/app/answers/detail/a_id/4269/~/error-code%3A-51330---51332|here] and changed my 2.4GHz access point settings to match what was recommended. Not certain exactly what fixed it out of all the changes though.
