Honda civic 1992 d16z6 cluster rpms problem

My problem is when Im in neutral with my head break pulled up rpms on cluster works fine but when i put hand break dow it doesnt work anymore.Sometimes when i drive it it somehow start working but when i press break pedal it drops to zero.does the net know the same more about it?
