When the laptop is first started, the fan is turned on for a second or so to make sure that it is working OK.
If the fan speed is too slow, there will be a fan error message and the laptop will not continue to turn on. There's no point turning on a laptop if there's no way to keep the CPU cool and risk damaging it.
Most likely the fan will have to be replaced.

On p.144 Item #21 you will find the part number for the fan(s). Depending on the ''Machine Type'' number of your particular model variant will depend on which part number is applicable to the fan in your laptop. The MT number is shown on the product information label on the bottom of the laptop. Not sure but perhaps the part number (FRU number) may be on the fan as well.
