Usually, this will mean that there is dirt on the mating surface of the electromagnet, and probably also on the surface of the metal strip with which it interacts. I was able to get a fix by lifting the outer cover of the toaster enough to get a finger in and wipe away the dirt on the two surfaces. Just look at where the lever moves up and down and find the electromagnet attached near the base of the assembly.
