Are you in a cold climate? If you are it's because batteries' activity naturally slow down in colder climates. I don't know what effect it has when charging them in this state, but I think it should be perfectly fine. Weird, I have never heard of this before, but I think that is the cause. Maybe you should put it near a heat source to charge it.
