My iPod touch (4th gen.) can turn on and off, but when it does. It goes a blank / white screen. It works and all, since I heard it go to voice control when I held the home button, it just doesn't show anything and stays white. I can't figure out what's going on.

Do a hard reset hold the power and home button at the same time til the apple logo appears .

for how long ? because I tried that for a while and it didn't work ...
Normally takes 10 seconds of that for sent work and you still seeing the white screen then the screens faulty
