A guide on how to repair my puncture would be helpful?

I have a Viking Scirocco road bike, it has 700X23C wheels with a double wall rim.

What happened, i got a stone or piece of glass that pierced straight through both tyre and inner tube.

Im not very familiar with these types of wheels and don't want to take this repair on without some knowledge.

I bear in mind that this tyre inflates to a minimum of 85 psi and the maximum 115 psi, I'm not sure if the pierced tyre will withstand these pressures.
