fuel is too rich
car wont pass smog no check engine light on and it cuts out while driving

If there is no any check engine light on dash I suspect first oxygen sensor.... you need to check long and short fuel trims and check how oxygen sensor reacts to added fuel(spray brake/carb cleaner to intake) and added air(create vacuum leak)
