1 Engine won't turn over
I am getting fuel, compression, and spark. Still won't start. Could the spark be too weak or is there timing on this small engine?

If you have changed the spark plug and still doesn't start. It seem to be a compression issue, not enough compression in the head.

Like the cylinder head got toasted…

Maybe the carb needs to be adjusted?
It may need the “Spark Arrestor Screen” to be cleaned?
Or the “Exhaust Port Cleaning?” If compression is fine and no piston scaring.
But, if compression isn’t good, maybe the cylinder head is toasted.
