I have IOS 7.? installed on my iPhone 4 because that's the limit and I forgot my pin. Now it says connect to iTunes but when I do nothing happens when I connect it. So I try to restore it and it says to turn off Find My iPhone but I can't so is there a way to do it manually from the iPhone itself???

Put phone in dfu mode and then restore... look up online how to do it. its simple.
