Can't connect to camera

hello i have htc desire 816 .. i suddenly started to get the "can't connect to the camera" error

i tried reboot didn't work, factory reset didn't work and i wanted to clear the cache but i can't find it in my apps manager from the first place ! even tho i still have the shortcut on my home screen and in the apps ! but not the apps manager :/

any ideas ?
