I have this problem too with my 360 controller. The charger won't work and I've bought 3 new ones already. All three worked for the first twenty-four to fourty-eight hours, but then just stopped working. I tried getting a new battery to charge and that didn't work either. There's probably something wrong with the chargers themselves. Like when someone buys a cheap pair of earbuds, and they end up breaking the next week.

I have this same issue with a model 1708 Xbox One controller (white). I have several of these controllers, the rest all charge fine and my battery charges when moved to another controller. This one simply won't charge with any USB cable.

I have the same issue with my xbox one s controller. When I plug the usb cable in, the controller vibrates but the battery doesn't charge. What I did was get peice of paper/card board cut it to almost the size of the rechargeable battery pack and put it in where the batteries go, then put the battery in...and put the lid back on (if you use to much paper/card board the back of the controller won't fit. After I plugged it in my battery pack was charging again.

firstly I'm gonna ask if you were charging the controller with a multi charger

if not try updating the controller through the xbox one and windows 10 xbox live app

or a simple reset with a pin at little hole behind the controller

that might fix your problem

cheers

I have found this answer after digging deep.

If the controller works by plugging it in, but as soon as it is disconnected it shows battery low or critical and then disconnects, this might help

Step 1: Make sure the controller is disconnected.

Step 2: The controller will still try to turn on and then proceed to turn off. Keep doing it till the battery is fully depleted. (will take an 30 mins). This is to recalibrate the internal circuitry measuring the battery level inside of the battery itself.

Step 3: Charge, Unplug, and Enjoy

Source: Tried it out a week ago and it worked.
