Why is the iPod not turning on?

The iPod will not turn on. I have put in a new battery and still nothing. I dont hear a hard drive whirl while turning it on so I dont think its the display. I have voltmeter, but I wouldnt know where to test the board to see if the board is dead. Any advice?

I have charged it fully. Now its just stuck on the apple logo and the display doesnt fully light up
