Panasonic AG HMC40 won't turn on

My Panasonic AG HMC40 won't turn on. It has less than ten hours on it, and has been sitting on a shelf with the battery disconnected for 3 years. Is there a reset switch or do I need to send it in for repairs?

gary, quick clarifiaction. You said "with the battery disconnected for 3 years" did you charge the battery? Did it hold a charge? Sometimes batteries like this get discharged below a certain threshold and do no longer hold a charge.

Thanks for coming back to me. No, I did not charge the battery. For clarification, I purchased the camcorder for work almost exactly the same time my wife was diagnosed with cancer. So, life got in the way, and the camera went on the shelf and was barely moved in 3 years. Now, the battery seems to charge, but the camera will not turn on even when connected with the AC adapter.
