Screen stays on the RCA with the picture of the dogs.

Tablet powers on but stays on the screen with the dogs. I've tried resetting and holding the power button and the volume button up and/down and I've tried letting the battery run down. I've seen the screen to restore and did that but it hasn't worked. Does anyone have any ideas on how to fix it or what could be wrong?
