Getting In S0 State But No Boot

I have 2 A1706's at the moment, both suffered very minor liquid damage in different places, but both have the same issue. They get into an S0 state, but the CPU doesn't receive PPVCC_S0_CPU, so they don't boot. This is the same no matter if they both have nothing plugged in, everything plugged in or only a few parts connected.

Since they had different areas of damaging, I'm leaning more toward these having issues with plug in parts, rather than having logic board issues. I have worked on a few touch bar models before, and know they boot without a battery connected, but I am not sure if they will boot fine with the touch ID, touch bar or keyboard disconnected/being bad. Unfortunately I don't have a working unit at the moment to experiment with, so I am wondering if anyone is able to see if the unit boots with minimal components connected, or has any ideas on where to go from here?

The only other thing I can think of is the boards both have different faults, and in turn the MacBook is going into a similar "failure mode", since there is no way both could by coincidence have the same fault.
