White screen with a thick black "Halo" border

Hello everyone thank you in advance for your advice.

Today my Ipad started doing something very strange. I power it on and it starts by showing 4 rectangles equidistance horizontally accross the screen then it shows a white screen with a black "halo" around the edges particularly in the corners. Sometimes it works but has a white haze around the edges after some time this fades and it works normally.

I haven't dropped it or put it in any liquid. I have tried to hold the power button and home button. I have updated to the latest version of ios. Is this most likely an LCD issue?
