When I plug in my ipad to any of the outlets in my house it says not charging, but if I leave it alone for a while it gets power but it takes forever.

If you are running a Mac or have a friend with one, you can run Coconut Battery when it is plugged in and get detailed information on the battery status.

You likely have a bad charger and/or USB cable. Here's the needed replacement: Apple 12W USB Power Adapter. Do get a real Apple charger there are now quite a few fakes that look like the real McCoy but isn't!
