Why is my pipe frozen and firdge not cooling :S

i boght a new fridge freezer, after a day it stopped cooling, i looked on the back and saw a frozen pipe near the compressor, could this be down to low refrigerant or the fan?

If it is new, take it back and get it replaced under warranty
