Why won't my phone turn on properly?
I turned my phone on and it started to load as normal. It stopped when it reached the alactel screen and is staying on that screen. I have powered off and back on multiple times and it still is doing the same

Have you tried to leave it on the screen for a little longer? If yes, how long?

yes I have and I left it for about 20-30 minutes earlier and came back and it still hadn't loaded

Seems like a boot loop, you could try to take out the battery and put it in after 2 minutes (If possible of course).
And seeing as your phone is running Android, you can most likely boot it into safe mode (hold Volume Up + Home + Power) and see if you can fix it using safe mode.
