MacBook magsafe dc power supply adapter voltage

When hooked up to a dc power supply. My adapter shows the exact voltage that the power supply is putting out. If i load it with 16.5 volts when checked with a multimeter when it's not connected to a mac it shows 16.5 volts. Is this normal or is it supposed to be 6 volts then 16.5 volts when a load is applied? It's magsafe 1 L type connector. The connector sense is 1.7 volts.

Apparantly when connected via dc power supply it is always outputting 16.5 volts to the charger tip. However when connected via the apple psu block it looks like it supplys 5 volts then exactly 1 second later it ramps it up to 16-18 volts to avoid sparks.
