No video untill booted into windows

I recently upgraded the videocard in a 2-3 year old dell inspirion. Got the drivers installed, able to run games at a higher resolution and FPS. Perfect. One problem..I cannot access the BIOS settings, and the computer dosen't even give an output to my TV until I get to the spinning wheel before the sign in screen. Only possible fix is to have to swap back on forth video cards to access the bios. (which is not fun.) Is there a setting in windows that is enabled/dlsabled that shouldn't be?

EDIT: Link to a video that shows the issue: https://www.youtube.com/watch?v=XTN-Z32j...

Update (06/28/2018)

This is the image I get when I connect to the motherboard's built-in video output

TV is the keyword here, i think you might be using HDMI and a TV does not reconise the signal fast enough. What could work is you boot into windows, then you press restart and then you might be able to get into bios with video signal.

Forgot to mention, I have the same problem when it's connected to a computer monitor too.

And even after hitting the key to enter BIOS, I try turning the tv on and off, reconnect the cable, nothing happens.

The reason when pressing the key to enter the bios you are met with a black screen.

Is because if you have a motherboard with on board graphics ports on it.

And also have a Pci-e card fitted.

Is because the bios out put is displayed on the on board graphics port of the motherboard.

Connect the monitor display cable to the back of the motherboard.

Then enter the bios, and change the default graphics card to be initialized to Pci-e first in the list.

Save the settings before exiting the bios.

Then move the cable back to the card in the Pci-e slot.

The next time you press the key to enter the bios it will be displayed on the Pci-e card.

Plugging into the motherboards built in port is no use...I just get a message that says this port is disabled. Keep in mind the pc is usable as seen in the link to the video I posted in the question, I just want to be able to acess the BIOS.

Okay, so if you use the pci-e gpu you might as well just disable the motherboard graphics. Access the CMOS/BIOS menu and disable onboard video, there should be a setting somewhere
