Some one pulled fuse/relay out when they were fixing my car so I can't

Some one pulled fuse/relay out when they were fixing my car so I can't start my car . I have a 2004 v6 mustang 40th edition as well . It only has fuses 14 - 20 and 26 ,28 . Missing 7&8 as well as relays 1 & 5 ????? This is the fuse box under my hood anyone have any suggestions I would highly appreciate it . And I am almost positive he took a relay/fuse because he “cleaned “ my lights and said he had sprayed chemical and demanded my family including a new born to go inside, I thought this man was legit but was here to CON me on some body work and took off with $300 that I handed him even though his work wasn't worth $10 I did it because I'ma family man and I wouldn't want to put any of my family members in harm's way that way he doesn't ever come back . I'm assuming he had a feeling I wasn't going to pay him so he took the opportunity when “ cleaning” my head lights which had nothing to do with what I hired him for I thought that was very weird. But satisfied with the results of the really clean lights . Oh he cleaned my lights alright ! Can someone please help me PS. There was nothing wrong with my engine or electrical before this man came over my parents house .

You need to go into the manual for your car and read exactly what fuse is for the starter and check that all the fuses are there and in there correct location. But nothing you cant sort, 1st thing is to relax, he could have pulled the starter fuse, check what one that is and make sure its there, in fact do this for every fuse. Lots of website diagrams will tell you exactly what fuse is meant to be in your car with location and descriptions. If you have a diagnostic scanner then use this to check for fault codes on your ECU through the OBDII port. There could be a code that’s registered that needs clearing. Also check the relay sections and look for any evidence of a missing relay, relays usually don’t get changed often so if hes pulled one then that area should look a lot cleaner indicating one has been freshly pulled.
