Strange lines shown on screen

When i turn it on it shows weird lines going horizontal on my TV!

It shows no image or sound just lines with black space between them.

When i turn it on with no game then insert the game after that i turn it off and on and it shows no line and it works?

make this easy to understand it only works when i do this

1 turn on

2 put game in

3 turn off

4 turn on

And when i put it in while off it just shows the lines.

What causes this?
