@sanderling since you did not give us a model for the mower and the engine we have to be very generic. First start testing the starter solenoid by bypassing it. If the starter kicks on you know it’s the solenoid. If that is okay try to hotwire the starter

I respectfully caution you to the following dangers. Even if you straight wire starter, without key on engine will only turn over but it will not start. Because firing is terminated with key off. Avoid blades either way. Even if blades are disengaged a potential hazard of blades turning can still exist if theres a malfunctioning linkage issue. Which the safety switch may not catch on some model. Also be careful sparks from straight wiring could ignite nearby gas fumes or leaks . Just saying. Im all about helping but be safe to. Thanks

1st make sure connections on solenoid are secure and no broken connections. Next While someone simultaneously trys to start, tap gently with a small rubber hammer on solenoid . If it cranks over solenoid is bad. Next make sure cable from positive side of battery to solenoid isnt broken or disconnected. Next make sure starter gear is not stuck in flywheel. With sparkplug wire disconnected and positive battery cable also disconnected. Try to turn flywheel manually clockwise with both hands. If stuck rock flywheel back n forth to free. ( make sure deck is up, pto off, trans is in neutral) if this freed up flywheel starter gear is worn and needs replacing. Lastly are you trying to crank over with choke already engaged if so disengage and try again. With choke on motor is harder to turn over.

If your blade engagement lever is off but blade trys to turn( not suppose to) while you attempt to start engine then you have a failing part( perhaps worn out part in linkage or damaged part) that needs repair or Replacement. Avoid blades obivious hazards. Saftey switch for the blade doesnt detect these kind of issues. It only knows if you engage or disengage the PTO lever. See manufacturer for breakdown of parts that may be failing. Each brand has unique parts. Incidentally if this is the problem your battery, wiring, starter will overheat trying to turn blades durning starting process. Smoking or glowing indicates over heating situation. An overheated battery could explode and or start fire. So exercise caution. Solenoid will click when battery charge gets to low to turn over engine.

Not necessarily a bad solenoid. Likely a Starter Assist Relay will fix issue and keep all safeties in place.
