It could be hardware related. But to rule out software issues,you can back her phone up to iTunes and save the picures.
First make sure it’s up to date. It could simply be a bug in the operating system(iOS) that perhaps was fixed in a newer update. Try this first through settings,general,software update. If this doesn’t work…..
Now you can reset all settings to see if that works. If not-
Then you can factory erase/reset the iPhone. This can clear software glitches causing this.

If nothing works,it sounds to be hardware related. If it’s under its 1 year warranty still or has apple care(probably not), you could take it to apple. But otherwise it’s hardware related.
