HELP!? Need a solution to MacPro keyboard/mouse silence

I’ve been through a fair few answers and nobody seems to have this problem
I have just bought a refurbished Mac Pro (not MacBook)
Firstly, I am greeted with the setup screen (so I can’t install or uninstall or turn Bluetooth on/off etc)
I also hear a woman’s voice politely asking me if I need help setting up the VoiceOver function, well, yeah, I DO! But I can’t press F5!!!!!
When I press the mouse or keyboard to either setup VoiceOver, or generally just move on from the welcome setup screen to select ‘United Kingdom’ and ‘Continue’. Nothing moves - However, the red light on the laser of the mouse is on.
Please help
Ive tried to reset SMC, and PRAM, I’ve changed and used all the ports, and am using both Mac Keyboard and Mouse, aswell as a Magic Mouse I turned on to see if that connects. I’ve also flicked the Lock/Unlock switch on the back of the Unit and have tried all these things in that state.
It is connected to an old silver Thunderbolt Display… that can’t be it can it ? Because I can still see the screen
I’m getting a bit concerned because it’s a refurb. And I’m still waiting on a response from the company. I’ve been at this half the day.
Hoping someone out there has some idea or knowledge. Or that I’m missing something very obvious !

Just to be clear here you have a Mac Pro cheese grater or the Mac Pro Trashcan?
Are you using a USB or Bluetooth keyboard?

I’m trying two different cable keyboards, aswell as both a plugin Apple mouse and a Magic Mouse. I’ll try the Bluetooth keyboard and mouse I bought for it when they arrive in the post today but I don’t see why they would work instead.

@macproproblem - Which Mac Pro do you have can you ID it for us? Plug in the systems S/N here: EveryMac - Lookup and tell us what it returned.
