iPhone 6s plus won't restore error code 4013

I'm bought to throw in the rag for this phone the phone WAS stuck in a bootloop for a while and it didn't get out of it so I connected it to a computer and now it won't restore or go to home screen Im thinking the phone got bricked during the iOS 10 scandel so know I'm unaware of a solution tried to restore it many times but always ends in couldn't restore error code 4013 any ideas on the problem?
