Carb floodng when level

85 heckinger tiller w 3 hp briggs.. been sitting unknown.. cleaned carb .. replaced diaphram and spring.. got it to run when its tilted back.. when level it floods out. Only has one adjustment needle.. when it runs it does leak from gas cap. When it dies it spits gas out of cap. I dont see any crack in the two plastic pick up tubes..
