I have a MacBook pro a1278 2011 both USB ports will will not connect to phone but will charge I have tried different cables yes factory different phones and won't read jump drives have tried smc and nvram reset and no change

There’s nothing else one can recommend for such a problem on a DiY basis beside the resets you already did. It seems power is fine but data can’t be properly exchanged and that just leaves a just board failure as explanation, I’d speculate at Usb Mux level. Either you can find someone doing component level repairs or you’ll have to replace your board. You may try a Thunderbolt to Usb adapter as a workaround but I’m not sure that will work fine.
