Excessive water flow into fabric softener dispenser

My Kenmore Elite top loading washing machine, model 110.28092700, is flowing too much water into the fabric softener dispenser (and possibly into the bleach dispenser also). This causes the dispenser to overflow and leave a puddle on the floor. I took the rear panel off the machine to watch the area. The dispenser is not clogged (at least not fully) as I have watched the water flow from the dispenser into the catch pan at the top of the washer drum. What do I need to diagnose to determine the part I need to replace? Solenoids? Control board? Valves?
