Ps4 will go into safe mode after turning on from rest mode

My PS4 after downloading the new ps4 spiderman game will not turn on from rest mode. The PS4 will have the blue light of death, turn off and then start up from safe mode. I have tried to rebuild the database multiple times and completely redownload all the games I downloaded and also put them onto an external hard drive instead but the problem still consists.
