mac pro outputs only a white screen

I have tried multiple times to boot into os with no luck. I’ve bought new cables and even tried windows but nothing. It only outputs a white/grey screen, but i know it works because when i remove the hard drives it shows on screen that error sign for missing files or drives.

I think it might be a problem with the gpu but i don’t wanna buy one without checking here first
