Troubleshooting a 65" LED that has a continuous blink code

I have a Panasonic Model TC-65DX800C. I found a repair manual online to get some reference material but I am not certain on what board could be causing my issue or if the screen is the issue.

Now the issue I am having is when I plug the tv in a magnetic relay on the P board clicks twice with a few seconds between each click, then a few seconds later the board bypasses the relay and sends full signal voltage to the BL_ON connection on the A board. The tv then starts to whine from the banks of transistors on the PB board for a second and shuts down - a wireless connection message can be seen on the screen while it is lit. The PFCs on the P board then have a slight ticking sound like the second hand of a watch. The blink code stays on continuously so I am assuming it is blink code 1 on a loop.

What I have tested so far: I tested 5v from P board to A board, it is fine when connected on both boards and when disconnnected it is fine on the P board. The P board is sending 16V on the pins I could test and same for the 12V, the only thing I couldn’t test was the 400V output on the P board because my multimeter is rated for 250 and I don’t want to risk it. The SRV points on the A board all read proper voltage when the power spikes and turns on the backlights but when I checked the SRVLED1 and 2 points on the PB board they don’t show anything the first 2 times that the relay on the P board clicks and then spike over 100V(can’t remember exact voltage) when the backlight does kick on.

The book says blink code 1 is P board or LCD panel and I am hoping it isn’t the panel but it seems like the P board is fine other than not knowing about the PFC numbers. Is this something anyone else has come across?
