Windows booting issue on Haier y11b.

I have Prime Minister’s Laptop Scheme’s Haier y11b. When I turn on my laptop only logo of PM laptop scheme shows on the blank background and not boot the windows and hangover there. Boot menus also not opening by pressing Esc key.

Please guide me how can I fix this problem.
