My card isn't receiving power

My gtx 1070 is not receiving power the fan won't spin or anything. I test my motherboard and cpu and they both work with different gpu and for some reason the 1070 won't work

Can you try the GTX1070 in another motherboard to make sure it is still working?

What is the make and model number of the motherboard and also the CPU?

Make sure your power supply is sufficient and if it is, put that GPU in another machine and see if it works in there. Of course make sure it has a PSU that can handle that as well.
