Circulation pump just pulsing, never fully coming on.

Kenmore dishwasher 665.13002N511. I have now replaced the circulator pump, and the turbidity sensor. It fills with some water, and then then pump kind of pulses a few times, but never starts running. Then water drains eventually. What could it be?
