Why does my New 3DS XL refuse to power on, except when it's charging?

I’ve neem having this problem for a while, and I’m getting REALLY annoyed by it.

For some clarification:

1.) Yes, I tried different batteries. It’s still the same result.

2.) No, I haven’t replaced the battery board yet. I don’t have the money for it (wasted it on the battery).

3.) Yes, I did try removing everything (sd card, games, etc.) and turning it on. That didn’t work either.

I’m at my wits end. Please someone help me…
