My Apple Watch Series 1 Is Stuck In Some Sort Of Boot Loop

My apple watch restarts after 3 minutes and 30 seconds the battery will last 1 hour an 30 minutes, it’s on the set up mode. so its not an app I’ve tried to doing a hard rest on it like 30 times now and still wont work, I’ve tried to erase all contents again like 4 times and wont work either? I’m at a lost I bought a new battery it should be here soon but I don know if the battery would cause a problem like this? any help would be ever appreciated
