No basically my Playstation is currently on Safe Mode, the last thing I did before it went onto safe mode was remove a game and I switched off afterwards. I downloaded the file to the error code it's currently showing, even tried installing it with a USB Drive but it keeps on not reading the file on the drive. The error is SU-41350-3.
How can I get past safe mode?

Your question is ambiguous, are you saying that the PS4 couldn't read the USB with the file you downloaded? You won't be able to get past safe mode until the PS4 gets the file it needs so if it doesn't read your USB you need to find out why.
If you're saying the USB device won't read, the most likely issue is that it's not formatted for what the PS4 expects. Try reformatting the flash drive to FAT32 and copy the file to it again, then see if your PS4 will recognize and install it.
