I have a squeeking sound, but the belts look ok?

It is also "chugging" like it is running out of gas, but it has gas

The squeaking could be another pulley, like the alternator or water pump pulley. You want to check on those and see if you can isolate the noise. Tell us more about the "chugging". How long has that been going on? What engine is your Neon? What year, how many miles, what type of transmission? Any recent repairs or service?

thank you oldturkey. The car has 2 belts, one runs the ac and the power steering, the power steering pump froze up on me so I took the belt off to do a quick fix on the hwy and never replaced the pump. The remaining belt is around the crankshaft and the alternator and the squeeking gets worse when it gets wet, Im assuming its the alt but am praying that the belt can be replaced and I will be done with it. I actually found that the chugging is being caused by the o2 sensor. The front driver side brake caliper is now seezed and needs rebuilding or replacing. I would much rather rebuild because of the price difference but am completely dumb founded by this. Any suggestions or helpful hints???

Conway, I'd start with replacing the belt. If that will not resolve the issue, you need to either change the alternator bearing (if you have never taken one of those apart, it might be best to replace it with a rebuilt one. Going to cost you about $100 for replacement. Also, check to make sure your belt tensioner is not running on a bad bearing. A unscientific way of determining where the squeak might come from is by spraying a bit of water on the puller shaft while the engine is running (BE CAREFUL WITH THAT AND KEEP YOUR HANDS OUT OF HARMS WAY)Usually the squeak will decrease for a short time after you spray some water on those. Of course, do one at the time. I would most certainly replace the power steering pump. A bit of a PITA but most certainly will make your life easier. As for your O2 sensors, keep in mind that you have two, an upstream and a downstream one. I would suggest you go to a place like Autozone etc. and have them hook up your Neon to an analyzer to narrow it down. As for your seized caliper, I would as well go with a rebuilt one. Going for around $50 but most certainly a wise investment. Sounds like you have a lot going on with your Neon. they are good vehicles and I would try to start of with the most pressing issues. My order would be Brakes, Steering, Engine.......Hope this helps, good luck.
