Won't Power on but power and disc button make sound when pressed

So whenever I press the power button it makes the chime noise. However, the console itself does not turn on. When you touch the disc drive button it makes a chime too but nothing happens. I have checked all of the USB ports and have confirmed that there are none that could be shorting. I noticed that there was some rust forming on the IR module and it looked like resistor R6G1 was damaged but even after replacing that one it still would not work. I have also tried using a different ribbon cable and RF board but still no dice.
