So I just did a power supply replacement and it continues to turn on and shut off instantly what do I do

So you already replaced the power supply and the Xbox doesn't want to stay on?

This means that there is something broken on the Motherboard, I'm afraid :(.

Please return the PSU and get a refund first.

Best thing to do is to check the caps, traces and MOSFET, they do fail sometimes.
